February 27, 2010 - A magnitude of 8.8 earthquake strikes Chile, killing more than 70 people.

The Department of Foreign Affairs (DFA) performs its authentication function/services in the context of 1963 Vienna Convention on Consular Relations. Given the existence of a multi-state system, aforesaid Convention stipulates that, among other things, the various kind of documents sourced from particular sovereign states (e.g. public documents, private documents, and commercial documents) shall have validity or operative effect in another sovereign state’s legal jurisdiction after subjected to an agreed upon authentication procedure.

The DFA through the Authentication Division-Office of Consular Affairs may authenticate an act, deed documents etc. executed or sourced within Philippine legal jurisdiction by way of certifying said act, as follows: a) executed before a local notary public officer authorized to execute such functions, b) testified to by a public seal, c) rendered public by the authority of a competent magistrate, d) certified as being a copy of a public register. When these acts, deeds or documents have been duly authenticated by the Department, the receiving embassies or consulates or any other foreign legal entities are, in effect assured that aforesaid documents are in order or have been legalized in accordance with proper procedure. Foreign Embassies, Consulates and foreign legal entities may or may not require the authentication of documents sourced from the Philippines for use within their respective jurisdictions. However, under rules of reciprocity in international relations, sovereign states normally require authentication of foreign documents to be used.

The DFA authentication attest to the genuineness of the signature appearing on the attached certification for the purpose of identifying a specific document and giving credence to the official acts of the notary public or certifying officer thereon for use, if and when required, as instrument of evidence in foreign countries. As such, the DFA certification/authentication does not, per se, authenticate the validity/efficacy/enforceability of the basic document itself. However, the Authentication Officer is impressed with duties calling for carefulness and faithfulness whereby he must inform himself of the facts to which he intends to certify and avoid participation in illegal enterprises.

Explosion in Connecticut, USA power plant causes deaths and injuries

Feb. 7, 2010 - A huge blast rocked a power plant in the Connecticut, USA with at least two people killed and many more injured.

People living several miles from the plant reported that their homes were shaken by the blast at the Kleen Energy plant, being built outside Middletown. Black smoke could be seen pouring out of the plant site shortly afterwards.

There are reports of people trapped under the remains of a plant building, and a rescue operation is under way.

Middletown Fire Department Deputy Fire Marshall Al Santostefano said there were about 50 construction workers on the site at the time of the explosion, and that Connecticut Governor Jodi Rell had approved the deployment of urban search-and-rescue teams at the scene.

3. NSO Certificates (Live Birth, Death, Marriage, CENOMAR, etc.)
4. PRC Certificates (Rating, Professional License, etc.)
5. TESDA documents (TOR, Diploma, National Certificate, etc.)
6. Other Certificates (Medical, Employment, etc.)

Requirements before DFA Red Ribbon Authentication:
* For diploma and TOR's: Certified True Copy by school registrar; certification, authentication, verification (CAV) by CHED for College and Graduate School, or DepEd for Elementary and High School
* For NSO Certificates: Certified True Copy by NSO
* For PRC Certificates: Certified True Copy by PRC
* For TESDA documents: Certified True Copy by school (if needed), then by TESDA
* Other Certificates: Certified True Copy by institution, Notary Public, then Signed by Regional Trial Court (RTC) Judge

Also prepare original and photocopies of ID cards, documents, pictures, passports.

For United Arab Emirates, you need to inquire through DHL about the Red Ribbon processing in the UAE Embassy. You also need to prepare a lot of money as each document costs more than Php 3,000.00.

iPad: Apple's Newest Tablet Released Today!

The iPad is Apple's newest tablet, and Steve Jobs has confirmed this on stage.

The tablet's screen measures in at around 10 inches, meaning that it's got a significantly smaller footprint than the smallest MacBook, but a much larger screen than the iPhone. That's 10 or so inches diagonal, from screen corner to screen corner. The bezel is a little fat, but this thing is basically a clean slab of display.

The screen's aspect ratio is closer to 4:3 than 16:9, meaning that it's not a widescreen like the iPhone or a MacBook, and more of a by-directional tablet.

The operating system on the tablet is based on iPhone OS, which is in turn loosely based on OS X. In other words, it's got the same guts as the iPhone, as well as a somewhat similar interface.

Input comes by way of an onscreen keyboard, almost exactly like the iPhone's.

The Movie and Television Review and Classification Board (MTRCB) of the Philippines suspended ABS-CBN's Showtime this January 2010 due to the harsh comments made by one of its hosts, Rosanna "Osang" Roces.

During one of the episodes, Osang apparently asked a contestant from Calamba, Laguna about Jose Rizal's middle name, Protacio, while his mother, Doña Teodora is an Alonso? Oasng was not satisfied with the answer and turned her ire on the teacher stating "Murahin mo teacher mo ha!" (Curse your teacher!).

She also added that teachers are mere repeaters and do not teach their students well. These highly opinionated comments earned her and the show a suspension from daily program by the MTRCB.
